I have an LG OLED C1 panel with a AMD RX 9070, my previous card was a RTX 5070. I recently swapped my video card and when I was in windows 11 on the desktop, anytime I moved my cursor I would get some slight brightness flickering. Almost like it was a bad HDMI cable or something. Turns out it was a setting in Windows 11 called Dynamic Refresh Rate and this was causing the issue.
Go into your System > Display > Advanced display settings and make sure it is turned off.
